Description

As a developer, I want save my functional component as below to store data in user settings instead of localStorage as they do currently.

Acceptance Criteria

1. Cloud shell namespace should be saved in user settings. See cloud-shell-utils.ts oldKey bridge/command-line-terminal-namespace
2. Topology node positions are loaded and saved in the user settings. See Topology.tsx, old key "bridge/topology-layout"
3. Latest used topology view (list or graph) should be loaded and saved from the user settings. TopologyPage.tsx, old key: "bridge/last-topology-view"
