Overview:

This epic is aligned with usability enhancements for the Web Terminal,  Currently, when the terminal is stopped by inactivity, the user sees:

`Error Loading OpenShift command line terminal: The terminal connection has closed.`.

We should provide a clear message that terminal is stopped by inactivity along with a button that would allow restarting workspace.

Acceptance criteria:

1. provide a clear message when the terminal is stopped by inactivity along with a mechanism allowing the user to restart the workspace.
