Problem:

Currently, only non-privileged users have access to the Web Terminal.

Goal:

1. All users should have access to the Web Terminal, regardless of their privilege level.  

Exploration Results

1. This feature moves from Tech Preview to GA
2. Tech Preview badges need to be removed
3. GA feature, thus should be properly documented
4. GA feature, thus need to provide enablement
5. Include in what's new RHD blog and consider for specialized blog

Acceptance Criteria

1. As a cluster admin, I should be able to access and use the Web Terminal
2. The Tech Preview badge needs to be removed
