[Upstream] CAPI provider for ROSA with HCP - Phase 0

Feature Overview (aka. Goal Summary)  

Enable Service Consumer personas to lifecycle managed OpenShift (ROSA with Hosted Control Planes) via CAPI.

Considerations

Create ROSACluster CRD upstream in CAPI to manage ROSA clusters.

ROSA managed by Capi =  ROSA -> ocm api (ideally) ->  hypershift api ->  capi -> nodes

Customer wants CAPI to be their authoritative source of truth for all their cluster fleet.

Deliver CAPI ROSA support upstream for customers by Q4 2023 for them to explore fleet management and then implement CAPI for ARO.

There are no code deliverables for downstream. This phase is only for upstream.

As a Service Consumer, I want to be able to provision and lifecycle HCP clusters (on ROSA) using CAPI with BYO OIDC.

As a Service Consumer, I want to CRUD cluster with some tweak knobs (what TBD), upgrade control plane, CRUD machine pools.
