Add Hive support for OpenShift to be deployed in AWS Local Zones.

- Support OpenShift to be deployed from day-0 on AWS Local Zones
- Support an existing OpenShift cluster to deploy compute Nodes on AWS Local Zones (day-2)

- Installer support for local zones for Day 0 added in OCP 4.14 – see
OCPSTRAT-350. - We will want to make sure HIVE can support this in OCP 4.14+.
