Add HIVE support for AWS Local Zones

Add Hive support for OpenShift to be deployed in AWS Local Zones.

Goals (aka. expected user outcomes)

• Support OpenShift to be deployed from day-0 on AWS Local Zones
• Support an existing OpenShift cluster to deploy compute Nodes on AWS Local Zones (day-2)

Requirements (aka. Acceptance Criteria):

• Installer support for local zones for Day 0 added in OCP 4.14 – see OCPSTRAT-350. 
• We will want to make sure HIVE can support this in OCP 4.14+.
