Unblock OCP upgrades from PDB block for uninterrupted upgrade experience

      Feature Overview (aka. Goal Summary)  

      As a openshift administrator my maintenance  window , where i am able to upgrade my OCP is over a weekend. On Friday I want to start the upgrade process so that upgrade can be completed automatically in the maintenance window without any supervision but the applications with PDB's blocks the upgrade and on Monday when i am back to office I find the upgrade has is still in progress and I have missed the maintenance window . I want PDB to unblock the updates so that upgrades can happen successfully without any interruptions

      find out a way to unblock upgrades due to PDB block
