This is follow-up work resulting from support cases and RFE requesting the ability to control the rotation of the API certificates because of disruptions during peak hours on clusters with a high volume of transactions towards the API server.

This work aims to minimize or eliminate the disruption resulting from API cert rotations and provide a hitless experience.
