Dashboard: Provide an overview of your networking state [Flow based ]

      This provides an at-a-glance overview of your network. It is a dashboard view on items related to networking, and provides a quick overview on what's on your network that is configurable and persistent. This adds a new menu item called Observe > Networking. See the Jira stories that are attached to this epic for more details.

      Note that there is an existing Observe > Dashboard menu item that provides a set of dashboards displaying graphs and data points directly tied to the Prometheus metrics that goes beyond networking. This epic does not affect the Dashboard menu item.
