Support of OCP 3.11 and OCP 4.x running on Azure China.

Customer has chosen Azure China as their cloud provider as they are required to house their application deployments in China, they would like to mirror their on-premise setup of OCP 3.11 to this cloud provider.

8. Does the customer have any specific timeline dependencies and which release would they like to target (i.e. RHEL5, RHEL6)?

ASAP as customer is planning to deploy to Azure China to meet their project timelines
