Support for vCenter replacement
2. What is the nature and description of the request?
After replacing vCenter, the machine's resource went to a failed state, and MCO didn't reconcile. At this point should be really useful in the case of some DR scenarios or scenarios where vCenter should be redeployed, allowing VCenter replacement instead of redeploying a new fresh cluster.
3. Why does the customer need this? (List the business requirements here)
Due cluster outage, the customer reinstalled vCenter (instead of restoring) which caused the Machines went to a failed state
