Create a new seamless OCP update experience UI in web-console for both connected and disconnected

Goals (This is part of OCP.Next MVP )

• UI Requirements:

• • new UI accommodate User update flow for both connected and disconnected
  • new UI will show precheck of operator conditions
  • new UI will show alerts related to update
  • show workloads/nodepool
  • will show failure conditions and remediation options
  • show parity between ACM and the new UI from yaml/UX 
  • Color-coded severity indicators for identified issues
