Provide MCP tooling for cert-manager, external secrets operator, and secrets store csi to enable customer to debug issues, get recommendations on which operator to use, and generate deployment plans/manifests for credentials they wish to pull from an external secrets management system

- Supply a mcp server either standalone or contribute to the openshift-mcp-server project for customer consumption.
- customer should be able to connect the above to openshift lightspeed or another generative ai model
- Tooling should assist in areas of:

Requirements (aka. Acceptance Criteria):

- One strict requirement is security. The mcp server or tooling should adhere to the same level of security as the operators themselves espouse. Creating a tool that can bypass security or potentially create attack vectors defeats the purpose of the operators it is trying to assist customers in using.
- Given how these operators are currently platform unaligned we should consider our release cadences in comparison to openshift-mcp-server, and how feasible contributing to that will be.
- We should ensure that the costs of using this tooling should be lower than the alternative.
- for example, debugging using secrets management mcp tooling should require fewer tokens than debugging without it.
