Feature Overview:
Execute ACM 2.8 scale testing.

Goal:
Test and expose scale limitations of ACM 2.8 during the process of provisioning/managing/upgrading ACM managed clusters at a large scale.

Requirements:
ACM 2.8 must be able to scale to N (TBD) nodes without error during the aforementioned processes.

As a cluster administrator, I require the ability to scale out my cluster deployments to a scale of N (TBD) clusters with ACM 2.8 for production use.
