Add support for the upcoming Sovereign Cloud regions AWS will make available in Europe

_OpenShift is supported on the European _Sovereign Cloud regions AWS is planning to release at the end of 2025 or the beginning of 2026.
Requirements (aka. Acceptance Criteria):
OpenShift can be deployed via the OpenShift Installer on the European _Sovereign Cloud regions in AWS.{_}
Questions to Answer (Optional):
As these sovereign regions are not yet available, we don't know what it would look like for the product development team to get access to these regions for development and testing purposes.
This matter is something that would require some investigation and collaboration with other teams (ROSA and Cloud Ops to start with).
Background
Red Hat's ability to operate in sovereign and regulated environments is essential to our business strategy. As cloud providers continue announcing new sovereign regions, we anticipate both current and prospective customers will increasingly require our products to be available in these specialized environments. Securing early access to these regions and ensuring OpenShift is ready for deployment within their compliance frameworks represents a critical milestone in our roadmap
Documentation Considerations
Based on the findings from our spikes and investigations during testing in these specialized regions, we may need to develop new documentation sections specifically addressing OpenShift deployment in sovereign environments
Interoperability Considerations
OpenShift will be consumed in multiple deployment models: as a standalone solution (both self-managed and managed), and through hosted control planes when delivered via ROSA
