RHV support was removed since 4.14 but we still ship the CSI and operator. This feature tracks removal of both the operator and driver from OCP payload

Background
RHV support is deprecated since 4.14, we waited a bit to cover potential SE. We have now confirmation that it is safe to remove.
Customer Considerations
Confirmed that no customer will be impacted if we remove it in 4.21
Documentation Considerations
oVirt CSI doc is already removed, we just need a release note that indicates that the driver & operator are now removed.
