Implement https://issues.redhat.com/browse/OCPSTRAT-819 for Local Storage Operator

We had to revert NetworkPolicy changes in LSO with https://github.com/openshift/local-storage-operator/pull/539 due to issues with pipeline validation of OLM bundles:

This feature re-introduces the NetworkPolicy changes for LSO once that issue is solved.

LSO should have a Network Policies as defined in OCPSTRAT-819
