      Feature Overview (aka. Goal Summary)  

      Today, the topologySpreadConstraints Kubernetes feature allows for high availability of workloads by distributing pods across topology domains (e.g., zones, nodes). However, the current implementation is namespace-scoped—pods are only considered for spreading if they belong to the same namespace.

      This feature introduces an enhancement to OpenShift to allow cluster-wide pod spreading via topologySpreadConstraints that span multiple namespaces, enabling critical applications deployed in different namespaces to achieve better distribution and high availability across the cluster.
