Add prometheus metric "hosted_cluster_info" to ARO-HCP hosted control planes
2. What is the nature and description of the request?
Add a Prometheus metric called hosted_cluster_info, for ARO-HCP we will need the following fields in the info metric:
Microsoft.subscriptionId
Microsoft.resourceGroupName
Microsoft.resourceType
Microsoft.resourceId
Location

Why is this important?

ARO-HCP requires this additional information for exposing hosted control plane metrics via shoebox to customers.
In addition ARO SRE will require the full resourceId and location to identify a ARO-HCP Hosted Cluster from an alert.  Currently the hypershift/control plane operator only adds the _id field which would require.  ARO SRE uses the resourceId to perform remediation actions, send communication to customers, etc, when responding to incident tickets.
