Support SNO with 4 Threads compute capacity

      Goal

      SNO documentation currently states 8 threads as min sys requirements, which is also enforced by the assisted service resource validation. Meaning you cant even install agent based with e.g. 4 cores with hyperthreading disabled, as this would be only 4 threads (while having kind of the same compute power as 4 cores / 8 threads with hyperthreading enabled, as hyperthreading adds only around 20% compute capacity).

      Telco RDS is even running SNO on 2 cores / 4 threads only.

      The goal of this initiative is to first setup a CI lane for SNO with only 4 threads, so we have high confidence that this really works and we can support it.

      Once this is established and validated, we can change the min sys reqs in the docs, and the assisted service validation.
