      Goal

      The OpenShift autoscaler configurations for scaling down are not available in HyperShift. Due to this, it not possible to modify the cluster autoscaler operator for HCP clusters and critically users can't scale-down configurations in the Cluster autoscaler of ROSA HCP.

      With this feature, it will be possible to use and customize the cluster autoscaler for hosted control plane clusters.

      User Story

      As a OpenShift HCP admin, I want to be able to choose what expander is used by the cluster-autoscaler so that I can customize how my node groups are scaled.

      Acceptance Criteria

      Add support through the HostedCluster API `.spec.ClusterAutoscaling` to choose a set of expanders for the cluster-autoscaler.
