Goal

Complete CI work and observability work needed for GCP Private Service Connect - Phase 2 which was introduced in OCP 4.17.

Benefit Hypothesis:

This is needed for maintainability and sustainability of this feature that was built for OpenShift Dedicated managed services. This will ensure no regressions and continuous testing as new releases and updates get introduced.
