Goal

Reduce the cost or running internal CI for Hive by using AWS Spot instances.  This is not intended to be a customer-facing feature.

Benefit Hypothesis:

Currently Hive uses on-demand instances within AWS for creating cluster pools. However, if Hive were to be able to use Spot Instances, the AWS OpEx for stakeholders would reduce significantly (perhaps of the order of 80-90%) since Spot Instances are leased at extremely low rates. See HIVE-2488 for additional details.
