Enhance the HyperShift Operator to support Azure Managed Prometheus

Background
Enhance the HyperShift Operator to support Azure Managed Prometheus, the operator should be able to use ".azmonitoring.coreos.com" CRDs in place of ".monitoring.coreos.com". 

ARO-HCP is using Azure Managed Prometheus to monitor aks clusters.  Azure Managed Prometheus does not recognize the OSS Pod/ServiceMonitors ".monitoring.coreos.com"* objects therefore HyperShift metrics would not be picked up by Azure Managed Prometheus.
