In part I https://issues.redhat.com/browse/OCPSTRAT-1530 we will expose the tenacy option on the nodepool but won't pin to host-ids. In this feature, we should make the changes to pin to specific host IDs. 

Use-cases

THe primary use-case is Windows licenses for customer VMs (OCP-Virt use-case). In this scenario, each host/instance in a machine pool needs to have the same host-id allocated at all times. This is important for upgrade scenarios, where the same host ID must be allocated to ensure Windows license compliance.
