Feature Overview (aka. Goal Summary)  

MicroShift  is currently configured through a central config file. This feature adds the capability to add several more smaller config file snippets.

Goals (aka. expected user outcomes)

Create more flexibility, esp. when automation is used, to configure certain aspects of MicroShift (e.g. only networking).

Requirements (aka. Acceptance Criteria):

1. Provide a directory where config file snippets can be dropped into. 
2. Provide a well defined order and hierarchy, which determines how the different snipptes are processed, resulting in a single configuration to be used.
