Feature Overview (aka. Goal Summary)  

Although we are still planning on removing support for RHEL workers, for various reasons it makes sense to allow RHEL 9 workers in 4.18.

Goals (aka. expected user outcomes)

In OCP 4.18, customers can add RHEL 8 and RHEL 9 nodes in the same cluster (similar to the RHEL 7 to RHEL 8 worker transition).
