OpenShift currently documents manual shutdown & restart procedures. This includes providing guidance on executing etc-backups and warnings about the possibility of cert exploration during the "shutdown" which may require manual intervention during startup.
This feature is to create an OCP-native option for a cluster-admin to trigger a proper shutdown of the whole cluster (workers and control plane nodes)

Requirements (aka. Acceptance Criteria):

- The logic should provide configurable parameters allowing a cluster-admin to setup thresholds (e.g. how much time to wait for a worker to stop before raising errors or alarms)
- The logic should shutdown all non-control-plane nodes first and then proceed with the control plane nodes
