Feature Overview (aka. Goal Summary)
In a multi-cluster hub<>spoke model, Customers are looking to use cert-manager on their hub clusters and distribute TLS serving certificates to spoke clusters using ACM templates.
Goals (aka. expected user outcomes)

Customers would like a more formal documented process to manage the multi-cluster configuration using ACM and Cert-manager Operator for RedHat OpenShift. The cert-manager Operator recently provided support for API and Ingress TLS certificates in version 1.13. The reference architecture should use the latest version and provide necessary configuration options.
Requirements (aka. Acceptance Criteria):
Provide TLS Serving Certificates to Applications running on OpenShift in a Multi-cluster deployment with ACM and cert-manager Operator for RedHat OpenShift.
Anyone reviewing this Feature needs to know which deployment configurations that the Feature will apply to (or not) once it's been completed. Describe specific needs (or indicate N/A) for each of the following deployment scenarios.
