For telco or FSI workload use case . There are certain mission critical/performance sensitive  application for that customer want to make sure there is dedicated CPU core that is reserve for those application . By doing that customer want to make sure there is always compute available to run those application thus ensuring uptime of those application 

Runtime support for this feature will be for both runc and crun.
