      Base RHCOS for OpenShift 4.16 on RHEL 9.4 content.

      Goals (aka. expected user outcomes)

      New RHEL minors bring additional features and performance optimizations, and most importantly, new hardware enablement. Customers and partners need to be able to install on the latest hardware.
