Look to enhance the operator with latest eBPF enhancements. This includes:
1. Bpfman( https://github.com/redhat-et/bpfd ) is a new framework aiming at simplifying, organizing and securing development of ebpf-based workloads and allows prioritizing on attach points.
(Discussions are still ongoing about this framework and there is not yet a formal agreement that this is the way to go, but we should start doing a PoC to validate the approach.)
2. Leverage Modern TCx hook in the latest kernel and RHEL 9.4

We also need to migrate existing eBPF TC hook to the new enhanced and better performing eBPF TCx hook supported in latest kernel and RHEL 9.4
