Add support to OCP deployments on GCP XPN (shared VPC) to place the DNS management in a third separate service project following Google's suggested architecture.
Goals (aka. expected user outcomes)
As a user I can deploy OCP on GCP XPN within 3 projects:
- Host Project
- Service Project where to deploy OpenShift
- Service Project where to manage the DNS Zones
Requirements (aka. Acceptance Criteria):
When deploying OCP on GCP XPN the Installer would use and create the DNS records in the existing zone in the third Service Project. It should attempt to create it if it does not exist.

Provide any additional context is needed to frame the feature. Initial completion during Refinement status.
OpenShift on GCP XPN support OCPSTRAT-232 was added in 4.13. This use case (3 different projects) was not a requirement at that time and none of the customers asking for this feature showed interest or required this specific configuration.
Documentation Considerations
Exiting documentation on deploying OCP on GCP XPN will be extended to document this use case.
