      Enhance robustness on startup/shutdown of MicroShift

      Benefit Hypothesis:

      We sometimes observe hickups/problems around startup/shutdown of MicroShift services or reboot of MicroShift nodes.   

      Adress some of the known technical enhancements around startup/shutdown to improve robustness.
