      Goal

      Enhance control-plane adaptability to load. 

      Benefit Hypothesis:

      We believe that by incorporating and applied OpenShift's auto-scaling mechanisms to the control-plane we can improve the control-plane's adaptability under load. 

      The question becomes, can we use VPA/HPA and point it at a hosted control planes to scale dynamically?
