Reduce technical debt, keep MicroShift maintainable

Benefit Hypothesis:

We believe that the result of doing this work will keep MicroShift maintainable and more flexible to changes, while enhancing stability and quality.

Resources

MicroShift Jira project currently has 36 epics without parent, which are used to capture technical debt, potential future enhancements.

Responsibilities

It is the responsibility of the engineering team to identify the most important technical debt epics we have in the backlog, and select the ones that need to be adressed urgently. Those will be added to this feature here. 

Success Criteria

The time box is V4.15 development until feature freeze. All "critial" epics that have been added to this initiative should be done by then.
