Scenarios

1. OCP installer needs to be able to deploy in (S)C2S regions via IPI and UPI 
2. OCP installer needs to be able to tear clusters deployed in (S)C2S regions
3. Customers need to have access to OCP payload content (core images and operators) from within the (S)C2S region
