1. There are some cases where certain debug information could be useful for HyperShift Admin. Just hosted control data might be not enough. We mean here monitoring for:

Admin processes running on Data Plane
Nodes and kubelet health that might depend on control plane health

2. Telemetry about data plane that might help Red Hat.
