Overview:

Custom metric dashboards allow for more visibility into the OCP Platform. As the platform is augmented we need to have the ability to surface important metrics that become available.

Use cases:

As an Admin, I would like to create custom dashboards for certain users/groups on the platform, inorder to provide curated data that exist or new metrics that become available.  

As a user, I would like to create custom metric dashboards, in order to understand how the platform is performing and to aid me in troubleshooting my workloads and the cluster.

As an ISV/Partner, I would like to provide customer metrics dashboards with my Operator, in order to provide key insight into the services I offer.
