Vertical Pod Autoscaler (VPA) GA

We introduced VPA as TP in OCP 4.5. We need to promote this feature to GA. 

To that end, there are two major deliverables. 

• Identify gaps in functionality or stability to mature from Beta to Stable 
• Work upstream to graduate upstream VPA from Beta to Stable 
• Track the GA of the feature downstream in an OCP release.
