Ingnition spec 3 is fully supported in RHCOS & MCO for new and existing cluster upgrades.

Goals

Updating Ignition itself isn't the end goal. This has been identified by engineering as a necessary means to add user functionality requiring the new spec.

Requirements

-Do not break existing installs
-Convert existing machineconfigs where necessary

(Optional) Use Cases

As a administrator I need to create a separate /var mount point so that the system will not crash if /var is full (run away logs, container storage, etc)

Assumptions

openshift-install will also switch to v3 configs
