Add Octavia support for OCP on OSP installation.

This will allow the configuration of extra ingress controllers (besides the default ingress controller) with VIP and lbass.

Actually to reach that objective, it's necessary to configure external load balancers manually in OSP to expose the extra ingress controllers.
