. Proposed title of this feature request

`ETCD_LOG_LEVEL` variable should be configurable from etcd operator.

. What is the nature and description of the request?

etcd 3.4 now includes ETCD_LOG_LEVEL setting. In etcd 3.3 and before you only had ETCD_DEBUG to be set to true or false.

etcd 3.4 which is used by RHOCP 4.5 has ETCD_LOG_LEVEL setting in it. But, etcd operator which manages the component etcd does not have it.

It seems that all the relevant settings of a component are not exposed to the operators who manages them.

. Why does the customer need this? (List the business requirements here)

Customer is forwarding the logs to splunk and need to control the loglevel of the components, at least the major ones  include with OpenShift like Etcd.

The business impact is that there's a significant financial cost to keep all of these logs with in the system.

. List any affected packages or components.

      etcd-operator  , etcd
