Support for RHEL 8 Server worker/infra nodes

Goals

Allow customers to use RHEL 8 Server with OpenShift 4 for running their application workloads.

Requirements

• Support for adding RHEL 8 server-based worker/infra nodes to an OpenShift 4 cluster
• Working CI environment for GA support

• As an administrator, I would like to add RHEL 8 Server worker/infra nodes to my OpenShift 4 cluster.

• Customers who may need to run agents or software on their nodes that may not be containerized.

• Customers who may want to pin certain kernels due to hardware/driver dependencies.
