Set the relevant kubelet args corresponding to the given WorkerLatencyProfile at day-2. 

Cluster Stability Analysis must be honoured while supporting the Day-2.

Following are the remaining tasks to be completed as part of the current sprint.

1. Update the status of the Node CR based on the result of the kubelet config changes
2. Update kubelet args only on worker nodes and not on the master nodes.
3. User can only make the transitions from the Default -> Medium -> Low or vice versa. Hence the relevant validation checks are needed.
4. Test the bootstrap mode with node CR present in the manifests folder.
