Epic Goal

• Remove dynamic log sanitization in 1.24.

Why is this important?

This is a SIG Instrumentation feature that is blocking some updates in structured logging and has remained in alpha for 3+ releases. There was reluctance to accept the feature in the first place. As chair of SIG Instrumentation I raised this for discussion and the SIG agreed the feature should be deprecated.

The feature is not currently used by OpenShift or most community members.

I have offered to take on the deprecation to set a good precedent for rolling back features that didn't work out.
