Upgrade from ICSP to new CRD (issue to track for all components)

New CRD  will be created to config/v1 to allow only mirror by digest as ICSP does. The card watches the upgrade of operators from importing ICSP in v1alpha1 to new CRD in config/v1.

Here's a list of repositories import ICSP https://docs.google.com/document/d/11FJPpIYAQLj5EcYiJtbi_bNkAcJa2hCLV63WvoDsrcQ In order to upgrade to the v1 CRD, we need to have PRs use the v1 version in those repositories.

We will look into dividing the list of repos to different groups by how the ICSP was used.
