VPA Operator's channel name should follow the best practices as outlined here:

Previous versions had one channel per 4.Y version (i.e. 4.5, 4.6, 4.7, etc.) but we should instead have a single channel called "stable" and then manifests on each release branch should specify the maxOpenshiftVersion field to their respective 4.Y version so that OLM can find the latest version of the operator for each version of 4.Y (where Y>9)
