In dropping cAdvisor from the metrics collection, there are two options for supporting /metrics/cadvisor endpoint:

• support directly from CRI impl
• pass info needed from CRI to kubelet and support from kubelet

The former is more efficient, and the one we'd like to do (given consensus from other CRI impls)
