Epic Goal

• Implement reliable and sustainable way to test container in container functionality in openshift origin. Currently we run a podman system test in a container, but they're not supposed to pass in container, so we need to triage what needs to take care of and what doesn't.

Why is this important?

• When the test fails for some reasons, we need to figure out if it should be fixed or just we can suppress it. It's cumbersome and error-prone process.
  We want concrete criteria so that we can say container in container functionality is not degraded.
