Goal

Add the DRAPartitionableDevices feature gate to openshift/api, enabling the Kubernetes partitionable devices DRA feature (KEP-4815) as TechPreviewNoUpgrade in OpenShift.

Acceptance Criteria

• Feature gate DRAPartitionableDevices added to features/features.go
• Enabled in DevPreviewNoUpgrade and TechPreviewNoUpgrade feature sets
• Payload manifests regenerated via make update-payload-featuregates
• PR merged to openshift/api
